The ARTCC section contains the location and ID's of all the ARTCC boundaries within the sector. Below is an example on how to define a ARTCC boundary. Please note the ruler surrounding the data. This is not required in your sector file but is handy.
The first field is the facility the boundary belongs to followed by two points consisting of a latitude and longitude.
