Kyle was quoted "I am pleased to announce that I reviewed and approved the VATSIM VFR Pilot Rating (P3) for vACC Portugal with my host Miguel Frias.  vACC Portugal becomes the first ATO to be certified for the P3 rating and while it is Portuguese centric in its rules Miguel worked hard to make sure it would be of value to a pilot from any region as they cover more than just Portugal in the spirit of flying VFR on the worldwide network.
