Meeting called to order at 0630 Z

 

INTRODUCTIONS

  Members of the EC started out with introductions of themselves.

 

Mr. Schroeder was an early member of the previous Organization (SATCO), and worked his way up through the ranks from Chief to USA Western Region Director to Deputy Director.  Went to VATSIM as a Founder and is now the North America Regional Director and Chairman of the VATSIM Executive Committee.

 

Mr. Biris first joined the previous Organization in 1998.  He became the Hellenic Training Director and helped set up the SATEUR test database.  Came over to VATSIM as the Europe Regional Director.

 

Mr. Scanlan was a founding member of SATPAC and was an early member of SATCO.    He works annually with the Royal Flying Doctor Service on their online World Flight raising money for this great cause.  He came over to VATSIM as the Oceania Regional Director.

 

Mr. Grant came to us with VATSIM and works as an ATC.  He was named the Africa/Middle East Regional Director.

 

GLOBAL RATING RESTRICTIONS

  The proposal has been made by the EC that there should be a baseline Global Rating Restriction.  The restriction will read as follows:

 

No ATC rated as Student (VATSIM level 2) may work a Center (CTR) or Flight Service Center (FSS) position within the VATSIM network.  Any ATC rated above Student (i.e. Sr. Student (level 4) and above) may work these positions, and all ATC are subject to any additional Regional, Divisional, and Facility (i.e. vACC/FIR/ARTCC) Rating Restrictions imposed locally.

 

Discussion centered around leaving the proposal as is, in a baseline format.  It would be up to individual Regions to impose further restrictions if they so wish, but this restriction would be imposed globally.

TWO-TIERED SUPERVISOR RATINGS

  The proposal was made to approach the VATSIM Board of Governors with the following proposal:

 

Should this proposal pass, Tom Schroeder will approach the Board of Governors (BoG) as the representative of the Executive Committee (EC) with the following proposed change to the Code of Regulations:

     

There shall be two (2) levels of Supervisors:  Supervisor (SUP) and Senior Supervisor (SR_SUP).  Both positions shall have the VAATSIM rating 11, however the SUP position shall *only* have access to the "KILL" button within VATSIM, with *NO* database access.  SR_SUP positions shall have both the "KILL" button as well as database access allowing for temporary Suspensions.  SUP positions may be named by the EC, subject to the VP of Supervisors approval, while SR_SUP nominations must be voted upon and passed by the BoG.  All such SR_SUP nominations must be recommended by the Regional Director where the nominee is registered (i.e. where they live or the Region where they are working).  The reason for this proposal is to allow for key personnel who may not otherwise fit the set SUP criteria set forth by the VP of Supervisors, to be eligible to be named as a Supervisor, while still denying these individuals access to the database.

 

Discussion about this proposal centered around creating a rating for those who are Senior Division or Regional staff who may not otherwise fill the role of a true Supervisor.  It would create a Supervisor as Title rating (SUP) to go along with the Supervisor as job (SR_SUP) rating.

OLD BUSINESS

  There were discussions about each Region as we went around the room.  A lot of the discussion centered around status updates, but of no consequence to report here.

 

NEW BUSINESS

  There was a discussion of AUTOATIS and the ability to modify or add new facilities to this utility.  It was proposed that David Kings be approached about providing access to this utility.

EC Chairman Vote

   A vote was taken to elect a Chairman of the VATSIM Executive Committee.  Tom Schroeder was the only nominated person for this position.  The votes were sent to Roland Collins, the VP of Regions on the BoG, and Mr. Schroeder was elected by acclamation (7-0).

 

Global Rating Restrictions

  An e-mail vote was taken as to whether or not to implement the Global Rating Restrictions.  A Yes (Y) vote meant that the restriction would be implemented globally:

There were 3 non-votes for this measure, and the measure carried on May 26, 2002 with a 4-0 vote with 3 abstentions.

 

Two-Tiered Supervisor Proposal

  An e-mail vote and an in-person vote combination was taken for this proposal.  The e-mail vote concluded on July 7, 2002, and the live vote was taken at the VATSIM 2002 Convention.  A Yes (Y) vote meant that the proposal would be made to the BoG.
